MrJack Bet New ID: Jogo do Bicho, Matka and the Price of a Number

Matka began in Bombay in the early 1960s as bets on the opening and closing cotton rates transmitted from the New York Cotton Exchange. When that feed stopped in 1961, Ratan Khatri and others replaced it with slips drawn from an earthen pot, the matka. A player picks three digits from 0 to 9; the digits are added and the last digit of the sum becomes the result, then the process is repeated for a close. A single-digit bet pays about 9 to 1, a jodi or pair of digits pays about 90 to 1, and a three-digit panna pays 140 to 1 or more. The game was pushed underground by police action in the 1990s, moved online and onto messaging apps, and continues to be played across Maharashtra, Gujarat and beyond.

The Gap Between Payout and Truth

Here is the pricing. In the Bicho, an animal bet covers 4 of 100 numbers, so its true odds are 24 to 1. The standard payout is 18 to 1. A two-digit number has true odds of 99 to 1 and pays around 60 to 1. A four-digit number is a 9,999 to 1 shot and pays about 4,000 to 1. In Matka, a single digit is a 9 to 1 shot and pays 9 to 1 at best, often 9.5 for 1, a jodi is a 99 to 1 shot paying 90 to 1, and a panna’s true odds depend on the combination but the payout is always well below them.

• Bicho animal: 18 to 1 paid against 24 to 1 true, a house edge of 24 percent.
• Bicho two-digit: 60 to 1 paid against 99 to 1 true, a house edge of 39 percent.
• Matka jodi: 90 to 1 paid against 99 to 1 true, a house edge of 9 percent.
• Exchange match odds: a price set by other users, with a commission of a few percent on net winnings only.

A person betting 100 rupees a day on the Matka jodi for a year stakes 36,500 rupees and can expect to lose about 3,300 of it; the same person on a Bicho two-digit number can expect to lose about 14,000. Neither figure appears anywhere on the slip.

Why Number Games Survive

Prohibition never removed either game because the product is extremely simple, the stake can be one rupee or one real, and the network is social. The Bicho runs through bankers, the bicheiros, who control territories and employ runners at street corners, bars and kiosks; the runner takes the bet, writes a slip, and pays out the same evening. Matka runs through bookies who take bets in person or over WhatsApp and settle in cash. Both pay quickly, both require no bank account and no identity document, and both are woven into neighbourhood life in a way no app can match. The bankers also fund festivals and, in Rio, the samba schools, which buys tolerance. The cost is that a player has no recourse at all: a banker who declines to pay simply declines.

A Transparent Price Is a Different Animal

An exchange price is visible, contestable and set by many people at once. A cricket team at 1.80 is a statement that the market thinks it will win about 55 percent of the time, and a bettor who disagrees can lay it. The number-game payout is fixed by the banker, is never compared with the true odds on the slip, and cannot be laid. That difference, not legality, is why the two products belong in different categories.
